    Collaboration Enabling Internet Resource Collection-Building Software and Technologies

    Over the last decade the Library of the University of California, Riverside and its collaborators have developed a number of systems, service designs, and projects that utilize innovative technologies to foster better Internet finding tools in libraries and more cooperative and efficient effort in Internet link and metadata collection building. The open-source software and projects discussed represent appropriate technologies and sustainable strategies that we believe will help Internet portals, digital libraries, virtual libraries, library catalogs-with-portal-like-capabilities (IPDVLCs), and related collection-building efforts in academia to better scale and more accurately anticipate and meet the needs of scholarly and educational users.published or submitted for publicatio

    IWRM and the environment: A view on their interaction and examples where IWRM led to better environmental management in developing countries

    This paper investigates the interaction between water resources management and the environment. It argues that an integrated, holistic approach to water management is beneficial for the environment but also that environmental concerns are not to be ignored for integrated water management to be effective. To this purpose the paper introduces the interactions between different water uses and why it is important to address these interactions for sustainable water resources management. It explains how the environment is being effected by the use of water by other sectors, and the benefits and implications of an integrated management system for the environment. Illustrated by several practical cases in Asia, Southern Africa and small island developing states, the paper makes a strong case for IWRM to be an effective approach for sustainable management at river basin level. It also demonstrates that stakeholder engagement form the start. and the process being driven by local interests and addressing real needs are elements of IWRM without which it will not work. The paper argues that addressing environmental is essential for sustainable use of water resources, and that strong political support and institutional backing is required for IWRM to be successful.Keywords: integrated water resources management, environment, river basins, interaction, water uses, benefits, implications, institutional, legislation, instruments, stakeholder participation, local managemen

    Soundscape assessment of aircraft height and size

    It is accepted knowledge that, for a given equivalent sound pressure level, sounds produced by planes are worse received from local communities than other sources related to transportation. Very little is known on the reasons for this special status, including any interactions that non-acoustical factors may have in listener assessments. Here we focus on one of such factors, the multisensory aspect of aircraft events. We propose a method to assess the visual impact of perceived aircraft height and size, beyond the objective increase in sound pressure level for a plane flying lower than another. We utilize a soundscape approach, based on acoustical indicators (dBs, LA, max, background sound pressure level) and social surveys: a combination of postal questionnaires (related to long-term exposure) and field interviews (related to the contextual perception), complementing well-established questions with others designed to capture new multisensory relationships. For the first time, we report how the perceived visual height of airplanes can be established using a combination of visual size, airplane size, reading distance, and airplane distance. Visual and acoustic assessments are complemented and contextualized by additional questions probing the subjective, objective, and descriptive assessments made by observers as well as how changes in airplane height over time may have influenced these perceptions. The flexibility of the proposed method allows a comparison of how participant reporting can vary across live viewing and memory recall conditions, allowing an examination of listeners' acoustic memory and expectations. The compresence of different assessment methods allows a comparison between the “objective” and the “perceptual” sphere and helps underscore the multisensory nature of observers' perceptual and emotive evaluations.     Thermometry of Strongly Correlated Fermionic Quantum Systems using Impurity Probes

    We study quantum impurity models as a platform for quantum thermometry. A single quantum spin-1/2 impurity is coupled to an explicit, structured, fermionic thermal environment which we refer to as the environment or bath. We critically assess the thermometric capabilities of the impurity as a probe, when its coupling to the environment is of Ising or Kondo exchange type. In the Ising case, we find sensitivity equivalent to that of an idealized two-level system, with peak thermometric performance obtained at a temperature that scales linearly in the applied control field, independent of the coupling strength and environment spectral features. By contrast, a richer thermometric response can be realized for Kondo impurities, since strong probe-environment entanglement can then develop. At low temperatures, we uncover a regime with a universal thermometric response that is independent of microscopic details, controlled only by the low-energy spectral features of the environment. The many-body entanglement that develops in this regime means that low-temperature thermometry with a weakly applied control field is inherently less sensitive, while optimal sensitivity is recovered by suppressing the entanglement with stronger fields.Comment: 16 pages, 5 figures. Copyright @ 2012 Elsevier B.V.Context - It is known that a Message Sequence Chart (MSC) specification can contain different types of pathology. However, definitions of different types of pathology and the problems caused by pathologies are unclear, let alone the relationships between them. In this circumstance, it can be problematic for software engineers to accurately predict the possible problems that may exist in implementations of MSC specifications and to trace back to the design problems in MSC specifications from the observed problems of an implementation. Objective - We focus on generating a clearer view on MSC pathologies and building formal relationships between pathologies and the problems that they may cause. Method - By concentrating on the problems caused by pathologies, a categorisation of problems that a distributed system may suffer is first introduced. We investigate the different types of problems and map them to categories of pathologies. Thus, existing concepts related to pathology are refined and necessary concepts in the pathology framework are identified. Finally, we formally prove the relationships between the concepts in the framework. Results - A pathology framework is established as desired based on a restriction that considers problematic scenarios with a single undesirable event. In this framework, we define disjoint categories of both pathologies and the problems caused; the identified types of pathology are successfully mapped to the problems that they may cause. Conclusion - The framework achieved in this paper introduces taxonomies into and clarifies relationships between concepts in research on MSC pathologies. The taxonomies and relationships in the framework can help software engineers to predict problems and verify MSC specifications. The single undesirable event restriction not only enables a categorisation of pathological scenarios, but also has the potential practical benefit that a software engineer can concentrate on key problematic scenarios. This may make it easier to either remove pathologies from an MSC specification MM or test an implementation developed from MM for potential problems resulting from such pathologies

    Conditions for Competition: Assessing the Competitive Dynamics of US Counties

    Research in public policy examines specific theories that drive policy adoption among jurisdictions. One of these theories, referred to in the economics literature as economic competition (or strategic competition), posits that local governments may engage in competition with one another because of the potential interjurisdictional economic spillover effects of certain fiscal policies. In this article, sales tax rates, a common, yet overlooked, policy instrument in the policy literature is examined to determine if sales tax rates drive competition among counties. Testing several hypotheses, this study finds that sales tax rate increases can exacerbate competition among counties. However, this relationship is conditional on the per capita county income; more specifically, poorer counties are more vulnerable to the effects of economic competition than wealthier counties. Furthermore, many other processes influence sales tax increases, depending on how the process is modeled. Thus, economic competition is a multidimensional process shaped by a multitude of factors

    Genetic mapping and legume synteny of aphid resistance in African cowpea (Vigna unguiculata L. Walp.) grown in California.

    The cowpea aphid Aphis craccivora Koch (CPA) is a destructive insect pest of cowpea, a staple legume crop in Sub-Saharan Africa and other semiarid warm tropics and subtropics. In California, CPA causes damage on all local cultivars from early vegetative to pod development growth stages. Sources of CPA resistance are available in African cowpea germplasm. However, their utilization in breeding is limited by the lack of information on inheritance, genomic location and marker linkage associations of the resistance determinants. In the research reported here, a recombinant inbred line (RIL) population derived from a cross between a susceptible California blackeye cultivar (CB27) and a resistant African breeding line (IT97K-556-6) was genotyped with 1,536 SNP markers. The RILs and parents were phenotyped for CPA resistance using field-based screenings during two main crop seasons in a 'hotspot' location for this pest within the primary growing region of the Central Valley of California. One minor and one major quantitative trait locus (QTL) were consistently mapped on linkage groups 1 and 7, respectively, both with favorable alleles contributed from IT97K-556-6. The major QTL appeared dominant based on a validation test in a related F2 population. SNP markers flanking each QTL were positioned in physical contigs carrying genes involved in plant defense based on synteny with related legumes. These markers could be used to introgress resistance alleles from IT97K-556-6 into susceptible local blackeye varieties by backcrossing

    The high-speed first serve has become an increasingly dominant factor in tennis, raising concerns over the influence modern racket technology has on the game. One concern is that rackets are now too powerful and so overemphasise a player’s ability to produce fast serves. This may help explain the ‘penalty shootout’ scenario, where match result id dictated by the relative speed and consistency of the players’ first serves. There is some concern that on the faster surfaces, maximum service speeds have reached, or are approaching, the service returnee’s reaction threshold, making it virtually impossible for players to return the ball. To shed light on the issue the factors relating to ‘racket power’, the amount a racket magnifies a player’s innate ability to impart linear velocity to a tennis ball, need to be considered. Various studies have been performed that shed some light on the subject. This paper presents an overview of the published literature related to ‘racket power’ in the game of tennis, a review of previous research on specific and sometimes controversial issues. Areas meriting further investigation are identified to encourage future research into racket power
